PROBLEM TO BE SOLVED: To provide a small-sized apparatus which reduces the volume of a waste while preventing the occurrence of dioxins and a method therefor. SOLUTION: The volume reduction apparatus 1 for reducing the volume of a waste put therein is constructed by arranging, on a base 5, a container 2 for containing a waste except metal, an agitation means 3 for agitating the waste in the container 2, and a boiler 4 for supplying steam to the container 2 to moisten and pressurize, provided that the boiler 4 generates saturated steam.
