<P>PROBLEM TO BE SOLVED: To obtain an ion-exchange composite membrane which has excellent mechanical properties at a normal temperature and a high temperature, necessary ionic conductivity even under a high-temperature drying condition, slight reduction in performances after an environmental cycle load, is usable in a thin film and has slight variation in place of ion-exchange group and in deviation of production control conditions and excellent productivity and mass-productiveness. <P>SOLUTION: The ion-exchange composite membrane comprises heat-treating a filmy material, formed from a mixed solution prepared by adding fluororesin fine particles and a surfactant containing a perfluoroalkyl group as a hydrophobic group to an aqueous colloidal dispersion of a fluorinated carbon-based ion exchange polymer, in the temperature range from the melting point of the fluororesin fine particles Tm-10°C to Tm+50°C.
