MOVING PICTURE ENCODER AND MOVING PICTURE DECODER

PROBLEM TO BE SOLVED: To realize fine spatial scalability in an MPEG-4 FGS.

SOLUTION: A quantization matrix calculation section 120 controls a value of a quantization matrix so as to allow other components than a low frequency component to take a maximum value (255) in order to encode only frequency information (low frequency component) required for low resolution display as a basic layer. On the other hand, a frequency weighting matrix calculation section 138 controls a value of a frequency weighting matrix so that the value gradually gets smaller from the low frequency component in order to gradually encode frequency information (frequency components in matching with the resolution) required for enhancing the resolution. Then a layer division section 142 controls a data division position of an extended layer so as to separate data by each display resolution depending on the value of the frequency weighting matrix.
