PROBLEM TO BE SOLVED: To provide a manufacturing process for a heat insulating panel, which integrates an FRP panel and a heat insulating material and obtains a heat insulating panel having stable quality, at a low cost. SOLUTION: The heat insulating material 13 comprising a preliminarily molded urethane foam and a fiber reinforced plastic (FRP) panel 12 preliminarily press-molded by an SMC compression molding method are integrally bonded by casting a resin compound so as to wrap the outer surface of the heat insulating material 13 and holding the heat insulating material 13 between the FRP panel 12 and a cast FRP layer 15 to obtain the heat insulating panel 11.
