PROBLEM TO BE SOLVED: To provide technology for detecting the abnormal state of a bather including a cared person in a bathroom by respective sensors and reporting the detected abnormal state to a monitoring center in real time. SOLUTION: An entry sensor 7, an infrared sensor 8 for detecting the existence of a human body and a distance sensor 9 for detecting the movement of the human body are arranged in the bathroom 1 and respective sensors 7-9 are fixed to an inwall in the bathroom 1 and coated with respective waterproof seals or the like to waterproof these sensors 7-9. A CPU 13 calculates or controls the processing of signals inputted from these sensors 7-9 and transmits the abnormal state information of a bather M or the like which is generated in the bathroom 1 to the monitoring center A through a portable telephone 14 as a radio signal means.
