PROBLEM TO BE SOLVED: To suppress increase in delay time caused by an increased load at the side of a line terminator attended with a dynamic band assignment processing performed by the line terminator. SOLUTION: The subscriber transmission system comprises: a plurality of network terminators NT21,...,2n; and the line terminator LT2, and a use band calculation section 201 of each network terminator compares the amount of input packets received by a buffer for each prescribed period with a threshold value. If the amount of the input packets received by the buffer is greater than the threshold value, a transmission packet control section 203 divides the received packets into the amount of the threshold value and the remaining amount, transmits the received packets of the threshold value to the line terminator LT2, and stores the remaining received packets in the buffer. A request band calculation section 202 informs the line terminator LT2 about the amount of the remaining input packet stored in the buffer, compares the amount of the remaining received packets with a minimum warrant band value and selects either of them which is greater for a threshold value for a succeeding period.
