PROBLEM TO BE SOLVED: To provide a rotating device with a simple configuration for enhancing the functionality of a display apparatus and an audio unit by properly changing the direction of them, and capable of smoothly turning them at a light operating force and keeping stability even in a standstill state. SOLUTION: The rotating device S comprises: an operating base 1a; a lower coupling member 2a; a turning member 3a; an upper coupling member 4a; a coil spring 5a; a washer 6a; and a machine screw 7a and a nut 8a to integrally fix them. The turning direction of the main body and the turning member 3a is restricted by opposing a side edge of a second opening 3a-3 to a side edge of a second projection 2a-3, and the turning angle is restricted by pressing part of front and rear edges of a first projection 2a-2 into contact with a short side of a first opening 3a-2. The turning member 3a and the lower coupling member 2a maintain line contact via a third projection 2a-4 and the lower coupling member 2a and the upper coupling member 4a employ a highly sliding material to reduce the coefficient of dynamic friction with the turning member 3a.
