PROBLEM TO BE SOLVED: To improve heat transfer performance without significantly increasing power and pressure loss or giving a mechanical load to equipment. SOLUTION: This heat exchanger 1 has a coolant passage block 10 having a passage for carrying a refrigerant (cooling working fluid), an oscillator block 20 for directly vibrating the refrigerant carried in the passage block 10, and an oscillator drive control device 30 for controlling the vibration of the refrigerant by the oscillator block 20.
