PROBLEM TO BE SOLVED: To provide a technique for realizing fuel cutting control while a deterioration of an exhaust gas cleaning catalyst is prevented in an internal combustion engine for performing the fuel cutting control for stopping a fuel injection to the engine in a predetermined operating state. SOLUTION: A fuel cutting controller for performing the fuel cutting control for stopping the fuel injection to the engine at the predetermined operating state includes a fuel cutting means for temporarily stopping an operation of a fuel injection valve, and an air amount increasing means for increasing an amount of air passing through the exhaust gas cleaning catalyst when the operation of the valve is stopped by the cutting means. When the fuel cutting control is performed, a temperature of the exhaust gas cleaning catalyst is lowered by increasing the amount of the air passing at the fuel cutting control performing time.
