<P>PROBLEM TO BE SOLVED: To enable small amount settlement by combining a plurality of types of electronic money by different issuers. <P>SOLUTION: A user management part 22 of a store server 20 registers attribute information from a user of a user terminal 12 in a user information database 231, and information on each type of usable electronic money possessed in a user-specific balance database 232. Upon a request for merchandise purchase from the user terminal 12, after user authentication by the user management part 221, a bill settlement management part 222 checks balances in electronic money issuer servers 11a to 11c.
