<p><P>PROBLEM TO BE SOLVED: To provide a handover program capable of relieving delay and omission of communication data due to handover of a mobile terminal by overcoming the problem which Mobile IP technology has. <P>SOLUTION: A home agent 101 previously informs each of a plurality of foreign agents 104 and 106 existing near a visiting destination network 108 of the mobile terminal 102 of authentication information of the mobile terminal 102 and transfers a packet to the mobile terminal 102.
