PROBLEM TO BE SOLVED: To prevent the occurrences of a transfer toner scattering and transfer void which causes problems at the time of electrostatically transferring a toner image from an intermediate transfer body to a transfer material. SOLUTION: The toner image transferred from an image carrier to an intermediate transfer belt 51 is electrostatically transferred to transfer paper P by using a transfer roller 56 by a transfer method. The surface layer of the surface of the intermediate transfer belt 51 where toner is stuck possesses an elastic layer, and a means 56d to apply pressure between the transfer roller 56 and the intermediate transfer belt 51 is provided, and a transfer bias current between the intermediate transfer belt 51 and the transfer roller 56 is set as 0.05-0.2μA/cm, and the pressure of 1-10N/cm is applied between the transfer roller 56 and the backup roller 55 of the intermediate transfer belt 51. Thus, a transfer electric field is applied without depending on a toner level, so that the electrified amount of transfer paper is suppressed small, and discharge at a separating time is reduced and the transfer toner scattering can be reduced.
