<P>PROBLEM TO BE SOLVED: To provide a radiation air conditioning system efficiently cooling or heating a floor face or a ceiling face by blown out air of an air conditioner. <P>SOLUTION: Floor and ceiling radiation air conditioning is carried out by blowing cold air or hot air produced by the air conditioner 6 into an underfloor air sending space or a ceiling air sending space installed with a plurality of air flow converters 12, converting a horizontal flow of the cold air or hot air into a vertical air flow by the air flow converters 12, colliding, jetting and radially diffusing the cold air or hot air on a bottom face of an underfloor base board 3 or a top face of a ceiling material 14, efficiently cooling or heating a floor facing 4 or the ceiling material 14, and enhancing an effect of cold radiation or hot radiation from the floor facing 4 or the ceiling material 14.
