PROBLEM TO BE SOLVED: To reduce communication time and communication cost by correcting the border of a background where a part of an area is contained in the map cut out of a fixed range near the course, for the data of a part not required for navigation to be reduced for transmission. SOLUTION: Road data comprising position information of a road, background data comprising the information of position and name other than a road, and name data comprising name information of the road are divided into a plurality of meshes, which constitute a road map data. The background data comprises the polygon comprising a planar region. Based on the road map data, a recommended route from a start point to an end point of a road is decided. The road map data within a prescribed range from the recommended route is extracted out of the road map data contained in a plurality of meshes that the recommended route passes. The border of polygon contained in the background data of the extracted road map data is corrected according to the region within the extracted range.
