<p><P>PROBLEM TO BE SOLVED: To promptly and certainly start an internal combustion engine even if an assembling angle of a driving rotary member and a follower rotary member suitable for starting the engine is at an angular position shifted from the most-delayed angular position or the most advanced angular position. <P>SOLUTION: An assembling angle changing means 4 for changing the assembling angle of a driving ring 3 on the side of a crankshaft and a follower shaft member 7 on the side of a camshaft 1 is provided between the driving ring 3 and the follower shaft member 7. The assembling angle changing means 4 is controlled in accordance with the operating state of the internal combustion engine. In such a valve timing control device at the time of cranking the internal combustion engine, the assembling angle changing means 4 is so controlled as to change the assembling angle to the angular position suitable for starting the engine.
