PROBLEM TO BE SOLVED: To provide a piezoelectric device having a structure strong against external shocks, its manufacturing method, and a portable telephone and an electronic apparatus utilizing the piezoelectric device having the structure strong against external shocks. SOLUTION: The piezoelectric device has a frame 36 being open at the top and bottom ends, a piezoelectric vibration piece 32 integrated with the frame in the frame in the form of a thinner shape than the frame, electrodes connected to the piezoelectric vibration piece and laid on the upper and lower end faces 36c, 36d of the frame, and an upper and lower electrode plates 37, 38 are fixed to the upper and lower end faces 36c, 36d of the frame for applying a driving voltage to the electrodes, respectively.
