<P>PROBLEM TO BE SOLVED: To provide a personal information protection and distribution system that can control the distribution of the personal information under the control of an information subject according to the intention of the information subject. <P>SOLUTION: The information subject sends ciphered personal data to a computer 21 of a service provider requesting use of the personal data by using a client tool 20. Further, the information subject generates a personal data use license including information wherein use conditions of the personal data, such as a deciphering key used to decipher the personal data, the purpose of use, the frequency of use, a period, and the enabled frequency of movement are determined by using the client tool 20 and sends it to the computer 21 of the service provider by using a DRM authentication technology.
