<P>PROBLEM TO BE SOLVED: To solve problems that a system cannot handle cases where one shipment is divided to a plurality of declaration units or the like, although a system which automatically processes customs clearance is constituted corresponding to the case when executing customs clearance procedures by proxy, and the highest rate of a commission and making of customs clearance detail book are determined by the law about customs clearance. <P>SOLUTION: In this system, a customs clearance agent 20 prepares a customs clearance master provided with customs clearance place codes etc. and a customer management master provided with customs clearance charge etc. in a prepared server 21. In this system, processing of customs clearance declaration is performed by the customs clearance agent 20 when a customer inputs basic information of shipping cargo. Permission information data is made based on permission information transmitted from the NACCS (Nippon Automated Cargo Clearance System) 40 when the declaration is permitted. Claim information data which is claim information of the commission is made referring the customer management master from the permission information.
