<p><P>PROBLEM TO BE SOLVED: To provide a network monitoring system, a network monitoring method and a network monitoring program for easily monitoring a network whereon action explanation information for explaining one action is distributed over a plurality of packets. <P>SOLUTION: In the network monitoring system, first of all, the plurality of packets flowing on the network are acquired by a data acquisition part 32. Then, a data analysis part 33 acquires the action explanation information for explaining the predetermined one action from the plurality of packets acquired by the data acquisition part 32.
