PROBLEM TO BE SOLVED: To provide a manufacturing process for a shock absorbing material, capable of efficiently manufacturing the shock absorbing material having a soft material and a hard material. SOLUTION: A foamable raw liquid 31 for the soft material is supplied to a lower mold 11 from a mixing head 30 in such a state that upper molds 21 and 22 are revolved upwardly. Subsequently, a first upper mold 21 is clamped and the raw liquid 31 is foamed in the cavity between the lower mold 11 and the first upper mold 21 to mold the soft material 2. Next, the first upper mold 21 is opened and a foamable raw liquid 41 for the hard material 3 is supplied to the surface of the molded soft material 2 from a mixing head 40. Subsequently, the upper mold 22 is clamped and the foamable raw liquid 41 is foamed to subject the hard material 3 to foam molding.
