PURPOSE: A roll surface vacuum cleaning apparatus and a roll surface vacuum cleaning method having position and time control functions are provided to automatically clean the surface of roll that is being rotated or stopped and control desired position and cleaning speed of workpiece more accurately. CONSTITUTION: The roll surface vacuum cleaning apparatus having position and time control functions comprises a foreign material removing means(30) comprising a blade(21) which is movable in a width direction of roll and spaced apart from the surface of the roll in a set distance to remove foreign materials on the surface of the roll; a moving means(40) for moving the blade of the foreign material removing means in a width direction of the roll; a foreign material collecting means(50) for collecting the foreign materials removed by the foreign material removing means; a position detecting means(60) for detecting a current position of the foreign material removing means; a control means(70) for controlling lateral movement of the moving means to a preset position in a preset moving speed as monitoring the current position of the foreign material removing means by the position detecting means, wherein the foreign material removing means comprises frame supports(5), base frame(4), lower straight line transfer ladle(6), upper straight line transfer ladle(7), blade frame(17), air cylinder(18), sensor(11), blade support(22) and blade(21), wherein the moving means comprises motor(12), sprocket(13), chain(15), sprocket support(19), chain brake(16) and cableveyor(23), wherein the foreign material collecting means comprises dust pan(20), dust suction nozzle(26), vacuum suction pump(24) and dust filter(25), and wherein the position detecting means comprises home position sensor(10) and end sensor(9), a plurality of position sensing sensors(8) and sensor touch part(27).
