A telematic system, comprising a network of terminal devices (I), disposed on a mobile and/or system stationary objects connected to a dispatching and monitoring center (15), characterized in that each said terminal device comprises a GSM receiver-transmitter (4) provided with an antenna and -with audio interface units (2,3) connected thereto, a receiver-transmitter (5) of a satellite communication system with an antenna, a receiver (6) of a place determination system with an antenna, a mating block (7) with primary information transducers, a block (8) for processing analogue signals, a mating block (9) with executive devices, a main power supply block (13), integrated by a bi-directional bus of a microcontroller (11), a dispatching and monitoring center (15) contains a GSM message server (17), a server (19) of satellite communication system messages, a server (20) of servicing unit messages, N-operator stations (24i) connected into a local network with the help of a main sever (22) to control center (15) working, form orders and messages for said system objects and distribute transmitted information, and also a GSM radio module (16) with an antenna and a radio module (18) of the satellite communication system with an antenna, connected to the GSM messages server (17) and to the satellite communication system messages server (19), respectively, wherein the GSM receiver-transmitter (4) and THE receiver-transmitter (5) of the satellite communication system of said terminal devices (1) are made with possibility of transmitting messages to corresponding radio modules of the dispatching and monitoring center (15) and said radio modules of the dispatching and monitoring center (15) are meant for receiving messages from said terminal devices of the system objects and transmitting the messages to said system objects. 2. The system according to claim 1, characterized in that a WEB server (21) and a reserve server (23), connected to said local network, are placed in the dispatching and monitoring center (15). 3. The system, according to claim 1, characterized in that each mobile system object is provided with a stopper (10) of mobile system object, which stopper is connected to the bi-directional bus of the microcontroller (11).
