PURPOSE: An apparatus and a method for controlling departure of a vehicle are provided to improve performance of departure by compensating amount of fuel when the vehicle with an automatic transmission is started without sufficient warming-up in winter after cold starting. CONSTITUTION: An apparatus includes an ignition detecting part(10) detecting and outputting information on demand for starting an engine and maintenance of working of the engine; a water temperature detecting part(20) detecting current temperature of engine coolant and outputting information thereon; an engine RPM detecting part(30) detecting RPM of a crankshaft to detect current RPM of the engine, and outputting information thereon; an inhibitor switch(40) detecting selected gear range to output information thereon; a throttle detecting part(50) detecting fluctuation of opening degree of a throttle valve interlocked with an accelerator pedal to output information thereon; a control part(60) analyzing information to determine whether a driver starts without sufficient warming-up after cool starting in winter, and compensating amount of fuel following set table value if the driver is determined to start; and an injector(70) having a nozzle opened for time set depending on control signal of the control part, and spraying calculated amount of fuel into a corresponding cylinder.
