PURPOSE: A device for up-rating data using double buffers of a data communication network and a method therefor are provided to previously copy a packet to be transmitted next in the same buffer as a transmitting buffer by adopting double buffers while transmitting packets, and to immediately transmit the next packet according to a receiver's response, thereby improving a data up-rating speed. CONSTITUTION: Two transmission buffers(322,323) alternately copy multi packet data stored in a memory, and temporarily store the copied multi packet data. A processor transmits a packet copied to the first transmission buffer(322) to a base station(310) according to a set protocol, and copies packet data to be transmitted next to the second transmission buffer(323) while waiting for a response from the base station(310). When the response of the base station(310) is received, the processor transmits the copied packet data to the second transmission buffer(323), and rotatively operates each transmission buffer(322,323) for copying the packet data.
