PURPOSE: A device for controlling a vehicle heater is provided to block the heat emitted to the outside of a heater core case by controlling the path of cooling water, thereby preventing the rising of room temperature. CONSTITUTION: A device for controlling a vehicle heater includes a temperature control lever(110), lever sensors(120), a room temperature sensor(130), an engine control part(140), a relay(150), and a cooling water path control part(160). The lever selects the cooling/heating of a vehicle room. The lever sensors sense angles according to the lever manipulation. The room temperature sensor senses the room temperature in the case of cooling/heating. The engine control part outputs signals to control a path of cooling water according to the lever sensor signals and the room temperature sensed by the temperature sensor. The relay is turned on by the control signal output from the engine control part. The cooling water path control part controls of the cooling water to bypass the cooling water according to the control signal output from the engine control part in response to the turn-on of the relay. The cooling water path control part is formed in a cooling water bypass path.
