PURPOSE: Provided is a tissue which has excellent antibacterial and antifungal effects harmless to the human body with a continuous functional capacity, and serves to protect the skin of women and babies. CONSTITUTION: A method for manufacturing the tissue comprises the steps of: mixing 1-5wt.% of stearic acid, 5-15wt.% of mineral oil and 3-8wt.% of caprylic acid triglycerin, and boiling the mixture to make a preparation; mixing 0.01-0.03wt.% of functional drug, 0.01-0.03wt.% of propylene glycol, 0.01-0.02wt.% of benzoic acid and purified water to make two preparations; mixing the preparations, and solubilizing the mixture using a surfactant; adding silver powder to the solubilized mixture by the concentration of 0.1-1000ppm; and coating or impregnating it to the target tissue paper.
