PURPOSE: An apparatus for manufacturing a water towel is provided to smoothly cut a sheet of hot towel at an accurate cutting position and increase the durability of a towel producing guide member. CONSTITUTION: The apparatus for manufacturing a water towel comprises a housing having a sheet container for accommodating a sheet of the towel material and an ejection part for ejecting completed hand towel; a sheet material supply section for transferring the hand towel material from the container to the ejection part; a water boiler for providing the moisture into the hand towel material; a cutting and winding unit(5) for cutting the hand towel material when the hand towel material is being transferred. The cutting and winding unit comprises: a belt conveyor including a conveyor belt(506) bridging across between a winding roller(503) used for winding up the hand towel and a driven roller(505); and a hand towel producing guide member(53) for extending along an outer side of the conveyor belt(506) over a region thereof extending from a front belt portion via a winding portion winding around the winding roller(503) to a back belt portion between the guide member(53) and the conveyor belt(506); a winding-up initiating protrusion(511b) formed on a surface of the hand towel guide member(53).
