PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor which has a highly enhanced breakdown voltage property and is capable of coping with a high-melting point lead-free solder. SOLUTION: A capacitor element is equipped with a cathode foil of valve metal and an anode foil of valve metal with an oxide film formed on its surface, the capacitor element is impregnated with a polymerizable monomer and an oxidizing agent for the formation of the solid-state electrolytic capacitor where a solid-state electrolytic layer of conductive polymer is formed. A solution used for impregnating the capacitor element with the polymerizable monomer and the oxidizing agent is loaded with a prescribed amount of sulfolane, and the capacitor element impregnated with the solution is subjected to a thermal treatment.
