PROBLEM TO BE SOLVED: To provide a simply, efficient bag making method for a pouch container and a base material for a bag of a pouch container. SOLUTION: While delivering and sending a band sheet S1 for forming a barrel member 11 from a sheet roll R1, a band sheet S2 delivered from a sheet roll R2 is folded as twofold in the width direction and then successively cut at a definite length to form a two folded sheet FS to become a gusset sheet 14, and the two folded sheet FS is successively sent out on the upper surface of the band sheet S on the way of the sending out, and temporarily tacked. Successively, after the band sheet S1 is formed in to a cylindrical form, while the two folded sheet FS tacked temporarily is heat sealed with the band sheet S1 formed in to a cylindrical form, by successively cutting it, the barrel member 11 with a bottom gusset part 13 is formed and finally a spout is attached to the barrel member 11.
