The invention discloses an implementation method and system of the Personal Number Service that syncretizes the phone network user and IP network user, wherein every service user is assigned one unified personal service number by which the user is uniquely identified, and the user can be either a IP network user or a common telephone network user; Set personal service number server (ONLY Server) and personal number user server, every personal number service call will be forwarded to the ONLY Server whether it is initiated by the telephone network user or by the IP network user, then the ONLY Server cooperates with the User Server, and the call forward procedure is controlled according predetermined call control strategy, so that the telephone network user and the IP network user is connected to each other. When the call fails, a new call can be initiated according the predetermined call control strategy. Therefore the number problem, accounting problem, a plugarity of number's mapping problem and user's mobility problem that arises when the PC user and the telephone user is connected to each other is resolved.
