PROBLEM TO BE SOLVED: To easily form an optical waveguide in the selective region on a substrate relating to an optical waveguide structure having the waveguide of light in the selective region on the substrate and a method for manufacturing the same. SOLUTION: The optical waveguide structure includes the substrate, a clad layer which is formed on the substrate, an optical waveguide-containing layer which is a layer containing a photochromic material formed on the clad layer, has a first area and a second area exclusive of the first area and is higher in the refractive index of the first area than the refractive index of the second layer, and a clad layer which is formed on the optical waveguide-containing layer.
