PROBLEM TO BE SOLVED: To provide an optical waveguide device which can be manufactured easily and highly precisely, and to provide its manufacturing method. SOLUTION: The optical waveguide device 100 is formed by arranging a plurality of plastic optical fibers which are commercialized on the top surface of a lower clad layer and further forming an upper clad layer on the top surface of the lower clad layer so that the plastic optical fibers are covered. A core part 150 of the plastic optical waveguide device 100 is a core of a plastic optical fiber and a clad part 160 is a united body of the lower clad layer, upper clad layer, and clads of the plastic optical fibers.
