PROBLEM TO BE SOLVED: To provide a caption decoder capable of outputting superimposed characters while maintaining a high image quality even when video signals, such as 480P or 1080I, are inputted. SOLUTION: This device is provided with: a first video input part 1 to which a composite video signal, in which a caption signal is superposed, is inputted; a second video input part 2 which copes with the input of video signals (480P component or the like) with the high image quality although the caption signal is not superposed; a CPU (decoding part) 4 means which detects the caption signal by the video signal inputted from the first video input part 1 and generates character signal; a video processing circuit 5 which generates an output video signal by the character signal and video signal of 480P, etc., inputted from the second video input part 2.
