PROBLEM TO BE SOLVED: To obtain a highly safe substance for improving skin barrier functions having improving actions on the lowered skin barrier functions and ameliorating actions on skin wrinkles and further an excellent feeling of use. SOLUTION: The substance for improving the skin barrier functions is at least one kind of heterocyclic compound selected from the group consisting of a compound represented by formula (1) (wherein, X denotes CH or nitrogen atom; Y denotes carbamoyl group, carboxy group, an alkoxycarbonyl group, a hydroxyalkyl group, amino group or an aminoalkyl group; and R denotes an alkyl group, with the proviso that Y is a substituent bound to the carbon atom at the 2- or the 4-position of the heterocyclic ring) and a nuclearly hydrogenated substance of the compound.
