<P>PROBLEM TO BE SOLVED: To inhibit the temperature rise of a building caused by solar heat. <P>SOLUTION: Spaces 15 are formed among wall surfaces by holding corrugated sheets to the wall surfaces 12 of the building 11, and a plurality of water-retentive panels 14 composed of water-retentive concrete rich in water retention properties are installed. In the holding members, the water-retentive panels are fixed to one of mutually opposed crests and bottoms, and the corrugated sheets or the like fixed on the external surface of the building are mounted on the other.
