PROBLEM TO BE SOLVED: To accelerate topology construction and repair by eliminating a waiting period of time for making a port in a forwarding state in order to construct and repair a logical topology with no loop between nodes. SOLUTION: A port state control mechanism 1 for constructing a topology outputs a blocking request from a blocked port, makes a node that has lost arbitration by the request to be a blocked one and notifies an upper node of blocking request acceptance, and the node notified of the acceptance immediately releases a blocking state to shift to a forwarding state. A rearbitration trigger mechanism 2 for reconstructing a topology makes a port of a node with a communication failure occurring to be a blocked node, clears topology information and transfers a topology restoration message to the next node, and the node receiving the message discards topology information to be a master node and starts to arbitrate the next node.
