PROBLEM TO BE SOLVED: To continuously restrict vibration, easily manufacture and install in simple constitution, and achieve low cost by effectively utilizing plastic deformation of lead. SOLUTION: This plastic metal damper 1 is composed of flanges 2a and 2a of a bracket 2 to be respectively coupled with a structure S and a support body B, a plastic metal body 3 comprising lead and fixed to the flanges 2a and 2a at both ends, and a cylindrical restraining tube 4 perpendicularly raised from the surface of the flange 2a in an axial line direction to cover each end part of the plastic metal body 3. Between the restraining tube 4 and each end part side surface of the plastic metal body 3, a gap of 0.1 mm-10 mm is formed. Axial length of the restraining tube 4 is set at 1/3 or more of total length of the plastic metal body 3. As the plastic metal damper 1 is provided between the support body B and the structure S, the plastic metal body 3 is axially expanded/contracted by relative movement of the structure S and the support body B to each other by vibration, thereby vibration energy is absorbed by its plastic deformation to restrict vibration.
