PROBLEM TO BE SOLVED: To solve problems that the exchange of uncoilers is required when the working rate on the side of a working machine is changed, the difference between the inside diameter and the outside diameter of a wire rod bundle on a reel is wide, or wire rod bundles in which the inside diameter and the outside diameter are remarkably different are exchanged and used, and that wire rods are mutually tangled by impart on frequently repeated starting/stopping, and the oversupply/shortsupply of the wire rods from a reel. SOLUTION: A numerical control means comprises a loop length calculation part 56 of calculating the variation of a loop lengthΔL, an estimated supply radius calculation part 52 of calculating the estimated supply radius r of a wire rod bundle, a reel rotary speed calculation part 53 of calculating the reel rotary speedωcorresponding to the feed velocity V<SB>1</SB>on the side of the working machine, a movable roller position judgement part 57 of commanding so as to add an acceleration rotary speedΔω<SB>1</SB>or a deceleration rotary speedΔω<SB>2</SB>when the position of a loop height movable roller reaches an abnormal position, and a rotary speed operation part 54 of calculating the reel rotary speedωby the acceleration rotary speedΔω<SB>1</SB>or the deceleration rotary speedΔω<SB>2</SB>, and the rotary speed of the reel is controlled.
