PROBLEM TO BE SOLVED: To provide a laminated mat for the stable, functional, economical and effective greening of a vast desert area, having high functionality, expandability and applicability, and forming a soil environment to enable stable rooting and growth of the vegetables for greening even in the characteristic severe environment of desert. SOLUTION: A water-holding sponge 2 and a water-retention fiber layer 3 are formed on a vinyl sheet 1 and a powdery fertilizer 5 wrapped with a water-soluble sheet 4 is placed in the water-holding sponge 2 to obtain the laminated mat for the stable rooting and growth of vegetables, and the like.
