PROBLEM TO BE SOLVED: To solve such a problem in a surface recording and reproducing system that a protection layer or a recording layer formed on a surface of a reflection layer or a radiation layer is made a sparse film, an optical characteristic, a magnetic characteristic or the like are varied accordingly, and noise is caused. SOLUTION: This method is for manufacturing an information recording medium which is formed with, on a substrate 1 provided with a header, a land and a groove for recording and reproducing of data, a multi-layer film wherein a metal layer 2, a first protection layer 3, a recording layer 4 and a second protection layer 5 are layered in this order and permits recording and reproducing from a film plane side. After forming the metal layer 2 and the surface of the metal layer 2 is irradiated with particles accelerated by an electric field, the metal layer 2, the first protection layer 3, the recording layer 4, and the second protection layer 5 are formed. a film surface of the metal layer 2 as a reflection layer or a radiation layer is made flat, and the protection layer or the recording layer formed on the film surface of the metal layer 2 is prevented from becoming a sparse film.
