PROBLEM TO BE SOLVED: To provide a paper sheet identification device and method dispensing with a complicated carrying structure and dispensing with a large memory and a high-performance CPU. SOLUTION: When a carrying part 3 carries a paper sheet 1, a carrying control part 4 starts the measuring of carrying pulse number up to a preset inserting form determination position when the head of the paper sheet 1 reaches an imaging sensor 6. When the inserting form determination position of the paper sheet 1 reaches the imaging sensor 6, the imaging sensor 6 takes the image of the paper sheet 1 and determines the inserting form and kind of the paper sheet 1 based on the taken image data. When the paper sheet characteristic extraction position of the paper sheet 10 is determined based on the determined inserting form and kind of the paper sheet 1, the carrying control part 4 starts the measuring of carrying pulse number up to a paper sheet characteristic extraction position. When the paper sheet characteristic extraction position of the paper sheet 1 reaches the imaging sensor 6, the imaging sensor 6 images the paper sheet 1, and determines the authenticity of the paper sheet 1 based on the taken image data.
