PROBLEM TO BE SOLVED: To provide a modulator/demodulator, and a modulating/demodulating method capable of demodulating data in accordance with the demodulation capability of the receiving side without increasing the circuit scale even though the capabilities of modulation/demodulation systems of the transmitting and receiving sides are mutually different.

SOLUTION: The problem to be solved is solved by the following modulation device and demodulation device. This modulating device uses a plurality of modulation systems to modulate data and transmits the modulated data to a demodulating device. The demodulating device receives and demodulates data modulated by the plurality of modulation systems in the modulating device. The modulating device is characterized by being provided with a hierarchical modulating means for hierarchically modulating the data by the plurality of modulation systems, a transmitting means for transmitting the data modulated hierarchically by the hierarchically modulating means to the demodulating device. The demodulating device is characterized by being provided with a receiving means for receiving the data modulated hierarchically by the plurality of modulation systems in the modulating device and a hierarchical demodulating means for demodulating the hierarchically modulated data by a modulation system of a specific hierarchy.
