PROBLEM TO BE SOLVED: To provide a tire vulcanizing apparatus, which is equipped with a means capable of more surely eliminating a drain while performing steam heating/pressurization, and a tire vulcanizing method. SOLUTION: This tire vulcanizing apparatus is equipped with a mold E for vulcanization, to which a green tire T can be freely fitted in a horizontal attitude; a steam supply means C for supplying the inside of a bladder B with steam under a prescribed pressure so as to indirectly heat and pressurize the green tire T, which is fitted to the mold E, from inside the green tire T via the bladder B; and a drain eliminating means D for eliminating the drain which is caused in the bladder B by the condensation of the steam. The means D is composed of a microwave generator 21 for generating a microwave, and a waveguide 22 for applying the microwave, which is generated by the microwave generator 21, into the green tire T in the state of being fitted to the mold E.
