PROBLEM TO BE SOLVED: To provide a technique of materializing an electromagnetic retarder which is small and light as compared with its braking force by arranging the constitution such that rotors rotate inside and outside coils fixed in circumferential direction. SOLUTION: Eight electromagnetic coils 14(14A-14H) which generate magnetic fields outside and inside in radial direction, and are fixed radially in the positions of having divided the circumference into eight equal parts through a mounting bracket 12 to the rear end wall 10A of a speed change gear 10. Then, an outer rotor 16 and an inner rotor 18 consisting of conductors rotate severally while facing the periphery and the internal perimeter specified intervals apart, and are arranged rotatably and integrally at the periphery and the internal perimeter of the coils 14 looking outward and inward in radial direction. When the outer rotor 12 and the inner rotor 18 interposed between the speed change gear 10 and a propeller shaft 20 rotate, an eddy current is generated by both rotors crossing the magnetic fields, and rotation hindering force works on both rotors, thus braking is performed.
