PROBLEM TO BE SOLVED: To surely transmit and receive a message or data between an optical network terminating device and an optical subscriber terminating device. SOLUTION: A periodic message monitoring section 6g generates a trigger signal at a period corresponding to a message periodically transmitted by an optical network terminating device (not shown), and supplies the signal to a PLOAM grant generating section 6e. When a message requesting a response to the optical network terminating device is transmitted, an outgoing message monitoring section 6h generates a trigger signal and supplies the signal to the section 6e. When a message transmitted from the optical network terminating device includes a specific code indicating that the optical network terminating device has no message to transmit, an incoming message monitoring section 6c restricts the issuing of a PLOAM grant to the optical network terminating device.
