PROBLEM TO BE SOLVED: To provide a temperature controller that simplifies the structure of peripheral equipment by outputting a heating manipulated variable and a cooling manipulated variable to bring a measured value of temperature in a controlled object at a predetermined set point of temperature. SOLUTION: The temperature controller, which outputs a heating manipulated variable and a cooling manipulated variable via respective terminals to bring a measured value of temperature in a controlled object at a predetermined set point of temperature, comprises heating/cooling controlling means for calculating the heating manipulated variable and the cooling manipulated variable, and outputting either the heating manipulated variable or the cooling manipulated variable and prohibiting an output of the other manipulated variable. In dependence on a predetermined parameter, either the heating manipulated variable or the cooling manipulated variable is preferentially outputted, and the other manipulated variable is prohibited from being outputted.
