PROBLEM TO BE SOLVED: To provide an information generating device or the like in which execution of reproduction processing of a device body after illegal copying can be surely managed and controlled for each country, consequently, the illegal copy itself can be surely prevented even when only the device body of already recorded information is illegally copied after a DVD is distributed. SOLUTION: Region information controlling yes or no of execution of reproduction processing for recording information being the object of at least either of reproduction processing or recording processing for each region previously set is superimposed on the recording information itself as a watermark WM.
