PROBLEM TO BE SOLVED: To provide a voltage detection circuit capable of detecting a low voltage using a general band gap reference circuit, and to provide a switching power supply capable of providing a low DC output voltage with the voltage detection circuit equipped. SOLUTION: There are provided a high-potential-side power supply input terminal 1, a low-potential-side power supply input terminal 2, a bipolar switching transistor 3 acting as a switching means, a transformer 4 provided with a primary coil and a secondary coil, a rectifying diode 5 and flywheel diode 6 acting as a rectifying circuit, a choke coil 7 and smoothing capacitor 8 acting as a smoothing circuit, a high-potential-side power supply output terminal 9, a low-potential-side power supply output terminal 10, a voltage detection circuit 11, and a pulse width modulation circuit 12.
