PROBLEM TO BE SOLVED: To provide an electrical signal generating device which responds to the change of position/posture and is capable of measuring displacement/posture of a subject in all situations and places. SOLUTION: The device has a container, having an arc-shape face to which voltage is applied, for fixing an electrode, a disk which faces to an inner peripheral face of the electrode having the arc-shape face with an interval in between, has conductive and nonconductive outer peripheral areas, is connected to a damper, and provided with moment of inertia and is rotatable around the shaft, an electric signal generating means for outputting change in capacitance caused by creep of position resulting from rotation of the container and inertia of the disk and an electric signal generating means, consisting of at least a pair of electrodes which is applied voltage in a container which stores liquid dielectric substance, for outputting voltage corresponding to difference of developing capacitance resulting from difference of area contacting with the liquid dielectric substance between the pair of electrodes caused by inclination of the container.
