PROBLEM TO BE SOLVED: To reduce a manufacturing cost by enhancing both oxidizing resistance and high-temperature strength with excellent balance on a basis of inexpensive ferritic heat-resistant steel, and applying the steel to a thermal power plant or the like requiring these characteristics. SOLUTION: High-Cr heat-resistant steel has a composition consisting of, by weight, 0.005-0.12% carbon, 0.01-1.5% silicon, 0.01-1.5% manganese, 0.01-3.0% nickel, 15.0-30.0% chromium, 0.001-1.5% molybdenum, 0.5-4.0% tungsten, 0.05-0.50% vanadium, 0.003-0.10% nitrogen,≤0.04% phosphorus,≤0.03% sulfur,≤0.5% copper, and the balance iron with inevitable impurities.
